Start by taking Lannisport and cutting off all supplies to Casterly Rock by having your fleet besiege it by sea, this way will take time, but in time it would be forced to surrender.

There is no longer any mining done in Casterly rock. The remaining gold veins are kept as decoration/bragging. The Lannisters still have active mines, it's mentioned there is mines around the Golden Tooth etc. Even if the gold had run out, they still are a major house with vast lands who pay taxes to them.

So, I was reading a fic, like, a month ago, and there was this plot point in which Casterly Rock falls and is occupied for a while. So, I know that in the show the gold mines have run dry, but I don't recall something like that being ever mentioned i the books. For all we know, there is still a thousand yearsworth of gold in Casterly Rock.
